Proposal of resolution to fight the patent backlog without costs and increasing revenues is presented by Gustavo Leonardos to the Executive Secretary of the Ministery of the Development, Industry and Commerce.

75% of patent applications have been pending for over ten years. The proposal implies no costs and increasing revenues. A copy was presented to the presidencies of the Brazilian PTO, ABPI and to the National Industry Confederation.
